Academic certificates in the modern era, due to the extensive use of digital technology, face various risks of counterfeiting and long-term cryptographic exposure due to advances in computing power. Existing frameworks often lack comprehensive protection utilizing multi-cryptographic technologies. To address this, we propose a secure digital certification framework by implementing robust integration defense mechanisms. In the first layer, core encryption is achieved using a high-dimensional hyperchaotic system combined with dynamic DNA coding. It is then connected to a Quantum Resilient Ledger (QRL) to ensure decentralized, immutable, and future-proof verification. We evaluate this framework across various certificate formats (JPG, PNG, BMP, TIFF, and GIF). Experimental results demonstrate high operational efficiency, with cryptographic processing times ranging from 0.12 to 0.19 seconds and fast QRL anchoring times between 1.66 and 2.32 seconds. The system achieves an ideal information entropy of 8, a uniform histogram, and a correlation coefficient close to zero, confirming high randomness. Furthermore, the proposed scheme demonstrates strong resilience against differential attacks with near-ideal NPCR (~99.61%) and UACI (~33.47%). This holistic approach provides a highly secure, efficient, and decentralized solution for protecting digital academic credentials.
