Flood is a natural disaster where there is an excessive volume of water that submerges land. Floods sometimes come without the public knowing, so an early warning system is needed for floods based on the Internet of Things (IoT) with spatial method integration to map the level of regional urgency in Palopo City. This system utilizes an ultrasonic HC-SR04 sensor and rainfall connected to an ESP32 microcontroller to collect environmental data in real-time. The data obtained is analyzed using a fuzzy algorithm to determine the flood status in three categories: Safe, Alert, and Danger. This information is then displayed on WebGIS and conveyed to the public via Telegram bot notifications. The research methodology used is Research and Development (R&D), which involves the stages of problem identification, literature study, system design, testing, and implementation. System testing is carried out through simulations to evaluate hardware and software performance. The results of the study show that the system successfully provides early warning information with high accuracy, an average response time of 3-5 seconds for Telegram notifications, and real-time visualization on WebGIS. In addition, this system is able to map flood-affected areas accurately based on sensor data.
